Last night I was reading through the LoL's subreddit and found http://dd.reddit.com/r/DotA2/comments/196239/block_time_warner_cable_stream_throttling/ which tells that if you block a certain IP in your firewall, it will reduce the throttle that that your ISP might give on certain videos or streams, for example, slow download speeds when watching 720p+ videos.
The reason why this happens is because of high traffic of the CDIR is clogged up from traffic and by blocking these IPs, it cleans up the traffic.
Im not entirely sure and I've read the entire thread from top to bottom but the IPs could be just for Time Warner Cable, as listed in the OP.

To change these firewall settings:
Go into windows firewall
add a new inbound rule
make it custom
hit next then next into scope
select these ip addresses under remote
put in range of what OP listed
rinse and repeat for the other range
hit next, change to block, hit next
hit next, hit next, name the thing "F*** YOU TIME WARNER CABLE"
hit okay
