The issue lies in how our education system ranks us at the end of grade 12, the higher grade average your school has compared to other schools the higher you will be ranked, and the higher your personal grade to the schools subject average the better OP you get. The lower you Overall Position the better. There are other factors in assigning an OP but that's the one that's most reliant on other people. Our school had 12 OP 1 last year and they worked TOGETHER to get there. I'm on bus and my stop is very soon so I hope that was enough to clear up the situation.
